Globalisasi pembangunan industri dan peranan pemerintah di Malaysia (Cover page and abstract only)

Since the mid-1980s, rapid international economic changes, now commonly referred as the globalization process, have produced profound implications and challenges for the Third WmId. For small countries like Malaysia, this globalisation process is difficult to contain given the complexity of its impact. This paper is primarily aimed at analysing the said phenomenon and its impact on industrial development in Malaysia. In view of this globalisation process, Malaysian industrial policy in the future can be seen in terms of the country efforts to enhance international competitiveness. Hence, policy-makers ought to be sensitive about the implications of such a process given its widespread impact on the domestic economy. At the same time, policy formulation must also ensure that economic growth is commensurate with the need for sosioeconomic development. The latter must indeed be given priority so that all levels of society will benefit from the industrialisation process. In the country's efford to minimise constraints associated with the globalization process, the role of the state is indeed critical if Malaysia wishes to become an industrialisd nation. This role must be seen in the context of its ability to lead and plan and to institute an effective planning and implemention mechanism. Among the strategies to be given priority would include the enhancement of capabilities in area such as domestic capital, technology and innovation as well as human resource development which include industrial skills and the educational system. It is only through the enhancement of these capabilities that Malaysia will be able to face the complex challenges posed by the globalisation process.
